Fractional CIO services: the IT seat without the full-time hire
Fractional CIO services give mid-market companies senior IT leadership on a retainer: roadmap, vendors, and MSP accountability, without a full-time CIO salary.
Most mid-market companies do not fail because they lack another SaaS tool. They fail because nobody owns the technology decisions above the ticket queue.
Vendors multiply. The MSP is busy. The CEO asks whether the budget is building anything or just keeping the lights on. That is a CIO problem. It is not always a full-time CIO hire.
Fractional CIO services exist for that gap.
What a fractional CIO does
A fractional CIO (you will also hear virtual CIO) is a senior IT leader on a monthly retainer. They bring the same kinds of judgment a full-time CIO would: roadmap, spend, vendor governance, security oversight, and how IT supports the business.
Day to day, that often means:
- A living IT roadmap the executive team can challenge
- Holding MSPs and software vendors to outcomes, not hours
- Budget and contract reviews before renewals surprise you
- Security and compliance oversight (sometimes alongside a vCISO)
- Clear reporting for leadership or the board
They are there to decide and govern. They are not there to reset passwords.
What it is not
It is not a helpdesk. If your only pain is slow ticket response, fix the MSP relationship or the SLA. Do not hire a fractional CIO to be a more expensive technician.
It is not a product CTO. If your pain is the engineering org shipping the product, that is a different seat.
It is not "digital transformation" as a vibe. If there is no decision rights, no vendor list, and no budget owner, a retainer will turn into meetings about meetings.
Who it fits
The core market is usually companies big enough for real IT complexity and small enough that a $250K-plus CIO package feels wrong.
Common tells:
- 50 to a few hundred employees
- An MSP (or a lone IT manager) but no strategic owner
- ERP, CRM, or multi-system glue that keeps breaking in the handoffs
- Leadership tired of vendor excuses without an independent voice
If you are under ~30 people on a simple cloud stack with no compliance load, you may not need this yet. If you are an enterprise with a full CIO office, you need something else.
Fractional CIO vs MSP "vCIO"
Many MSPs offer a light "vCIO" hour. That can be useful for roadmap slides. It is still tied to the company that sells you tickets and projects.
An independent fractional CIO sits on your side of the table. Same idea as hiring outside counsel instead of asking the vendor's lawyer what is fair.
We wrote more on that split here: Fractional CIO vs MSP: who owns the strategy?.
How we run it at Bade Group
We sell fractional CIO work as a retainer with a written scope. Advisory depth is governance and accountability. Deeper retainers add more execution oversight and time in the building (virtually or on site). Tickets stay with the MSP unless you explicitly change that model later.
You should leave a discovery call knowing:
- What the next 90 days would produce
- What is explicitly out of scope
- Who the named practitioner is
If those three are fuzzy, do not sign.
