Fractional CIO vs MSP: who owns the strategy?

MSP vendor management and fractional CIO leadership are different jobs. Learn when you need independent IT strategy versus better ticket coverage.

If you already pay an MSP, you might wonder why anyone talks about fractional CIO services. Fair question. A lot of MSPs even offer a "vCIO" hour in the contract.

The confusion is the point. Tickets and strategy get sold under the same brand until something breaks: a bad renewal, a security questionnaire nobody owns, or a project that somehow never ends.

Here is a clean split.

What your MSP is for

Managed service providers are built to keep systems running. Monitoring, patches, endpoints, identity plumbing, "my laptop is broken," after-hours coverage when you bought that SLA.

A good MSP is valuable. You should not fire a good one because a blog post said "fractional" is trendy.

What a fractional CIO is for

A fractional CIO owns the management of IT as a business function:

  • Which vendors stay, which go, and why
  • Whether the roadmap matches how the company makes money
  • Whether security and compliance have an executive owner
  • Whether the MSP is accountable to outcomes you care about

That is MSP vendor management in the useful sense: you manage the MSP. The MSP does not manage your strategy by default.

Where MSP "vCIO" fits

Many MSPs include light advisory time. Roadmap workshops. Quarterly business reviews. Tool recommendations.

That can be fine for smaller environments. The conflict shows up when the advice is also a proposal for more of their projects. Independent fractional CIO work sits on your side of the table, the way an outside CFO does not also run your bookkeeping firm.

You can keep the MSP and hire independent governance. That is often the healthy pattern.

Signs you need governance, not more tickets

  • Renewals surprise the CFO
  • Three tools do the same job and nobody will kill one
  • Security questionnaires bounce between sales, IT, and "the MSP"
  • Leadership cannot explain IT spend in one page
  • You are hiring (or failing to hire) a CIO or IT Director and the seat stays empty

Those are seat-gap problems. More L1 coverage will not fix them.

How Bade Group draws the line

When we take fractional CIO or vCISO retainers, the written scope says tickets stay with the MSP or your internal team unless we redesign that model on purpose later. We are there for priorities, vendors, policy, and executive cadence.

If your only complaint is "they are slow to fix Outlook," we will tell you to fix the MSP conversation. We are not looking to become a generic helpdesk under a fancier title.
